OPERATION AND MANAGEMENT OF SHELTERS FOR HOMELESS

Jyoti Samajik Sewa Sanstha (JSSS) has very good vast experience of running/operation and maintenance of Rain Baseras in different parts of india. JSSS has also experience of running of Temporary Rain Basera. JSSS runs the night shelter homes of different cities of India under the scheme of Deendayal Anthyodaya yojana – national urban livelihood mission (Day-Nulm) to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots level institutions of the poor. The mission would aim at providing shelters equipped with essential services to the urban homeless in a phased manner. In addition, the mission would also address livelihood concerns of the urban street vendors by facilitating access to suitable spaces, institutional credit, social security and skills to the urban street vendors for accessing emerging market opportunities.

The objective is to strengthen and capacitate neglected people, working with the homeless communities, to become independent agents of justice and inclusion and build the foundation to lead the inclusion of Homeless in the various government schemes and mainstream homelessness in policy discourse. National governments for swifter, transparent and participatory implementation of the NULM – SUH (NULM- Shelters for Urban Homeless) scheme by collaborating with like-minded partners and organizations, indirectly benefiting 10,000 homeless across India. At the local level, the CSOs focus on providing legal identity to the homeless and ensure access to entitlements and schemes (financial inclusion programs) provided for by the state governments, directly impacting 20,000 homeless.

MAJOR ACTIVITIES PERFOME IN NIGHT SHELTER HOMES BY JYOTI SAMAJIK SEWA SANSTHA

  • To make open 24 X 7 for any individual to use the night shelter.
  • To maintain a comfortable, safe, and peaceful environment at the shelters and treat all the Users with respect and dignity.
  • Cleanliness – Project Facilities shall be kept neat and clean.
  • Maintenance – All fittings and fixtures to be in functional condition.
  • Access to Project Facilities: Provide access to Shelter and its facilities to homeless persons.
  • Availability of all basic amenities like availability of clean blankets and Dari, Jute Mate, Clean area, Pure drinking water, water for the use of Toilets and others, availability of electricity etc.
  • Record Keeping: Maintain proper record of:
  • Shelter users register for the registration of the users/ guest.
  • inventory of night shelter items;
  • Attendance register for the Caretakers and sweepers;
  • Cleaning register of night shelter;
  • Cash Book;
  • Complaint / Suggestion Register (Visitors Register)
  • Undertake Awareness Programme.
  • Availability of First Aid Box and linkage with nearby Health Facilitator.
  • Supervision and Monitoring of the shelter based on develop indicators.
  • Linkages with the Beat Constable of the nearby Police Station.
  • Rescuing homeless and fetching them from street to shelter home
